E-Government construction especially stresses standardization and interchange. The electronic document interchange becomes the most important medium in the contact and communication among governmental offices due to its important role in the governmental office. In the early stage of EDI, the expensive special network must be adopted and the specific hardware and software must be purchased while considering the data security and its transmission. Therefore, it would be expensive to build a complete EDI system besides the complicated format and non-flexibility. With the popularity and improvement of the network safety, transmitting data becomes convenient and cheaper through Internet. In addition, the XML data exchange standard base on Internet has brought into another new way of Electronic Data Interchange.This thesis focuses on the research of electronic document exchange, has studied a cross-platform Electronic Data Interchange framework base on Internet. This framework can integrate Document Management System with electronic document interchange, document interchange can be executed in the Document Management System, this framework not only can reduce labour cost and document error,but also can improve document mamagement efficiency, realize handle official business without paper. In this research, we realize a electronic document interchange system using former framework, we make use of MVC as system' s architecture, this pattern can reduce code redundance and accelerate development. In addition, we use DAO and VO patterns in this system, they both are J2EE patterns. DAO and VO can encapsulate data and data accessing, they provide unified method to controller tier, they screen data source and translate data source to Java objects. We use XML as documents interchange format, not only computers but also peoples can understande it easily. In the system, we parse XML document with DOM API and Crimson. We develop system with Java, so system is independent of platform.In this thesis, the electronic document interchange framework not only can be use in electronic documents, but also can be use in other data interchange system like e-commerce. The electronic documents interchange system has been used in DGBAS successfully.
