Environmental Issues In The Government, The Media, The Public Interaction Between The Agenda Study

Environmental issue is closely linked with people’s production and daily life, and it has gradually become an issue of common concern. In recent years, frequent haze has occurred China, threatening people’s health and life and causing concern in the whole society. In 2013, China suffered the worst haze in the history with an average of 29.9 haze days in the country.2014 was the first year to implement "the Action Plan for Air Pollution Prevention and Control", local governments developed specific plans of action, and air quality was gradually improved. In November 2014, APEC was held in Beijing.Beijing,Tianjin and other places in Hebei province have implemented a series of fairly effective measures to deal with haze, providing China with hope to deal with haze.This paper treats agenda setting theory as the basis, and policy agenda, media agenda and the public agenda related to haze during APEC meeting in 2014 as the study object to discuss the interaction between the government, the media and the public in the haze topic, trying to build the interactive agenda mode among the three parts. The results show that there are characteristics of the agenda interaction as follows:policy agenda affects media agenda in a direct and effective way, the media agenda then has a diminished capacity for public agenda setting, and the public agenda has an increased impact on policy agenda. In addition, the author points out that network technology, policies and regulations, media literacy and public awareness are the main factors to affect the interaction between policy agenda, media agenda and the public agenda. Through the analysis of the interaction between policy, media and the public in haze topic, the author finds the existing problems among the interaction between policy, media and the public:government takes advantage of the media for publicity, which lacks effective communication with the public; the information source of the media is too single, which lacks attention to public opinions; the public has low public media quality and little sense of participation. This paper gives suggestion on the interaction among the three:the government should make good use of the media to guide public opinion, and adopt a variety of channels to interact with the public efficiently; the media should make full use of information resources of non-governmental environment protection organizations, and timely pay attention to public affairs; the public need to improve their own media literacy and enhance the sense of participation.This research is expected to promote positive interaction between the government, the media and the public, so that the whole society can participate in environmental management.
