In China, with the arrival of the information age, computer have been widely used in various trades .Hospital charges Management system (HIS)is in such a situation to develop. Through the application of HIS,we can realize a modern hospital management, improve work's efficiency, deliver better services for patients. We consider the information as an important resource,and combined with medical management process and the actual needs of the hospital centralized management to improve the level of management, decision support,and enable the hospital to the economy toward high-efficiency, high-quality development.The mainly hospital economic activities are in out-patient, hospital, pharmacy management. The daily income mainly depends on two windows of outpatient and hospital department .This thesis develop the Hospital charges Management system , including Patient file management, registration management, fee management, cost management Patient charges query six parts, which realize the entire process of the of hospital charges by computer. It not only makes the offer out, review and closure, classification, collected quickly and accurately, but also provide a large number of comprehensive data ,which increase the economic efficiency of the hospitals, resolve long-standing problems of the patients to pay .which enhance the hospital management to scientific and standardized.The thesis is mainly from the following aspects of the work done for exposition and show. First, study and analyze the system in pre-stage. Then, understanding the background of the system of charging management, and the present situation and existing problems of the development of both at home and abroad by checking the materials and documents, I wrote the importance and content of this system. I analyze and design of the demand of the system. I analyze the organization and structure of the central Hospital of XieJiagang in BoYang, JiangXi Province. I give a detailed description of the business process as possible, complete the analysis of the data flow of information system, and then determine the principle and idea of the whole system. On this basis, I combine the functional features of practical requirement of the charging management, design the developing plans of the charging management department, data flow pictures and E-R picture and design the safety and database accordingly. Next, I complete the specific jobs of system, including management of document, registering charging, and fees of patients, checking of charging, diagrams and development of system setting and other functions. The complete system could achieve the functions of document registering, filing, charging of in and out patient, checking of fees, the printing of fees, checking of charging and diagram.
