Provincial institute of education has contributed enormously to our country's elementary education, especially in teachers' continuous professional development, diploma requirement and backbone raising. At the same time, it plays an important role in cultivating the educational administrant for acquiring the new theory and knowledge about administrating the schools. In 30 years of reform and open policy, provincial institute of education has offered different contributions towards China's economy advance and higher education in different historical periods. As ordinary institutions of higher learning extending recruitment of students, as the normal universities' flourishing and unclear development direction policy for provincial institute of education, all these elements have influence on provincial institute of education's move on.For present years, provincial institute of education is confronting a series of serious problems and challenges such as lack of students' source because its growing can not satisfied with the requirement for high quality talents with the transformation of economic system and its main duty has almost completed. So in order to advance and exist, many provincial institute of education try to change into ordinary higher education system.This essay mainly describes provincial institutes of education's present situation, problems and their efforts into transforming their colleges at the background of rearranging economic and educational system. According to analyzing these kinds of colleges' embarrassments, challenges and prospects, discussing the necessity and possibility of adjusting, the article offered some emphasized issues and certain thoughts during the process of provincial institute of education's transition.The essay studies provincial institutes of education's development during the transition period including their progress in different historical time, universal challenges and reasons that provincial institute of education faced at the background of social transition period. The essay studies two kinds of provincial institute of education. One is which has successfully reformed into ordinary institutions of higher learning, choosing Anhui Institute of Education and Hubei Institute of Education as specimens. From describing these two samples' situation before reforming and detailed step arrangements during reforming, the article analyzes their successful experiences briefly. The article chooses four provincial institutes of education which are trying to reform as specimens, surveying their work mentality and reforming advancement.The main case of the essay is Shaanxi Institute of Education which is attempting to change into ordinary higher undergraduate course pedagogical college. The author introduces its development history, characteristic, function and present situation, and analyzes its' challenges and the reforming practice. The article describes its background of transition, reforming practice and measures. According to national macroscopic policy, the requirements for place economy development and its own condition, the essay discusses the reason why it chooses this way of transition and the necessity, possibility and difficulty in transforming into ordinary higher undergraduate course pedagogical college that Shaanxi Institute of Education will meet. According to the analyzing, the author wants to mention some issues and suggestions in transition period for the rest of provincial institutes of education.
