Community Employment, Women Empowerment: A Gender Perspective Analysis

At present, the employment situation of our country is still severe, especially women employment is a difficult problem. In recent years, with the community construction and constant development of the service sector in the community of our country, reemployment in local communities becomes an important way and form. However, consult the relevant research document, can find, to other study fields of women, the domestic research about community reemployment still has suitable limitation at present. So this paper attempts to remedy some defects of research about community reemployments of the unemployed women from gender perspectives, combine quantitative approach with qualitative approach, try to construct the theory frame on the basis of introducing the key concept of empowerment, adopt gender perspectives to discuss women's special experience in the course of realizing that in the community obtain reemployment, excavate and appear women emotion and experience arranging under the gender consciousness and norm, analyses the changes of various fields, such as the mind that they are before and after realizing that in the community obtain reemployment, social status, etc, and cause the influence factor appearing in this change, analyses women's basic employment state, discusses the realization of change about women's social status how through change the gender systems and gender relations.At first, this paper analyses community reemployed women's basic state at present in Jinan, including the way of reemployment, engaged in the work position situation now, working time, average net income month after month, reemployed training, the social support network ,etc.Secondly, this paper discusses the feature of women's mind when they lose job, seek jobs, and obtain reemployment. Based on the survey, we found that different women have different experience and impression.Moreover, this paper discusses the positive and negative effects of women empowerment about the experience of community reemployments. Community reemployments have offered certain terms and foundation for unemployed women obtain empowerment, promotes a lot of unemployed women realized empowerment partly. This shows mainly: a lot of women strengthen self-confidence in the course ofcommunity reemployments, pick up ability again, rebuild the self-value; the income is raised; the interpersonal relationships are expanded; the social status is improved; the social prestige is increased. But community reemployments also produce some negative effects. This shows mainly: community reemployments are unfavorable to the change of the whole women's social status; community reemployments are unfavorable to women's development in an all-round way to a certain extent; women still face a great deal of problems in the course of community reemployments.This paper emphatically analyses the effect of traditional gender norm for women empowerment in the fields of community reemployments. If analyses from gender perspectives, we can find: community reempioyment is the extension of housework to a certain extent, community reempioyment is a duplication of sex role division in family under the arrangement of gender norm in the fields of community service; community reemployed women lake of conscious gender consciousness; existing social policy of community reemployed women have gender blind spot in the course of designing and implementing.Finally, this paper try to discuss how to construct the employment social policy systems with gender consciousness, promote women obtain empowerment in the field of community reemployments. This mainly includes: supported by community, develop community's public welfare post for the difficult women of reempioyment; integrate community resources, strengthen the human resources work to the community reemployed women, in order to increase their reempioyment ability; further do the work of implementing of the reempioyment preferential policy of women's community and support policy well; further perfect the protective policy to the community reemployed women; reform and adjust our country's present social security policy mode progressively; develop actively the service system of occupational social work.
