Education fair is a fundamental project to promote social justice and to care people. Government at all levels should focus on the education fair of the starting point, the process and results and strive to improve public education resources, services, service levels, gradation and coverage, so that every student has equal rights and opportunities to education.Since the new century, Shanghai Government at all levels has already recognized the importance of balanced development of compulsory education public service, taken various measures to promote the balanced development of compulsory education public service. Shanghai municipal government invested heavily in large-scale transformation of the school, implemented the "required projects" and other projects and greatly improved the conditions of compulsory education public service; Shanghai increased funding for education transfer payments tilt to the suburbs, and weak regional and enhanced the quality of rural teachers through policy guidance; The implementation of the "two-oriented" policies solved the education problem of the accompanying children of the rural workers in Shanghai. After nearly a decade of efforts, Shanghai compulsory education school conditions as a whole has been significantly improved, and the equity in education has made important progress.At the same time, there are still various shortcomings and problems in the compulsory education public service equalization policy of Shanghai:education is in a weakness position in our system, lack of a long-term funding mechanism of municipal finance; in the management mechanism, education planning does not match the actual, the treatment of teachers is lack of an uniform standard and inadequate supervision to education etc.This article attempts to assess the status of the public policy related to the promotion of compulsory education public service equalization in Shanghai over the past decade, identify the major factors which impact the balance development of compulsory education public service in Shanghai, propose some policy thinking which can continue to improve compulsory education public service equalization in Shanghai.
