The report of the Seventeenth National Congress of the Communist Party of China appears "to expand people's democracy", "to develop primary-level democracy,""to carry out democratic election ,decisionmaking, administration and oversight in accordance with the law to guarantee the people's rights to be informed,to participate, to be heard, and to oversee.", as well as improve the people's congress and political consultation system as planning and measures. This indicates that our party and the country attached great importance to the political rights step by step. But the research of political rights by scholars of our country are not enough. In this paper, the theories of political rights will be the beginning of the research, further analysis will find that citizens are not the only part of political rights, groups as the main part can play a more important role. With the expansion of the main scope , political rights should also be reconstruct for the connotation and extension . Finally, the political rights it is difficult to get out of the scope of the relationship between the constitutional rights, but civil rights won't work in front of the power ,but the groups of political rights at this time has played an enormous role, but also makes political rights at the relationship of the constitutional rights should also be re-interpretatde for status and role.
