Performance appraisal of Non-Profit Hospitals has always been a hot and hard issue in the administration of Non-Profit Hospitals. Performance appraisal is of great significance for breaking through the bottlenecks in Non-Profit Hospitals' administration. It is helpful for innovation of the administration mechanism and improvement of Non-Profit Hospitals' performance. However, the current theory research and practice of Performance appraisal of Non-Profit Hospitals in our country has not yet met the requirement of reality.To solve these existing problems in Non-Profit Hospitals' Performance appraisal, this paper adopted the Balanced Scorecard (BSC for short), an advanced strategic performance appraisal system, to design a performance appraisal system for Non-Profit Hospitals.In part one, it firstly made a discussion on the connotation of Non-Profit Hospitals' Performance appraisal and the conditions of Non-Profit Hospitals' performance appraisal abroad and home. Then it expounded the theory of BSC .At last, it made a brief introduction of the realistic condition of application of the BSC in the Non-Profit hospitals of our country. Meanwhile, it pointed out its significance and required conditions applying the BSC to Non-Profit Hospitals in our country.In the second part, it designed a strategic performance appraisal system for Shanghai Port Hospital, a Non-Profit hospital, on the basis of combining the model of BSC with characteristics and real condition of Shanghai Port Hospital. According to factual conditions of the hospital, it worked out every detailed appraisal index and a three-year-long strategic plan. At last, it analyzed the feasibility of BSC applying in Shanghai Port Hospital.In the following part, it analyzed the processes in the application of BSC in Shanghai Port Hospital. it applied the above-designed performance appraisal system model to shanghai port hospital. Through this case, it proved that applying the BSC to Non-Profit Hospitals' performance appraisal is feasible and practical.In the final part, it put forward some possible difficulties during applying the BSC to Non-Profit Hospitals' performance appraisal in our country, and proposed the relevant solutions.
