Participating Farmers Funded Willingness Research

Since New Rural Cooperative Medical Reimbursement System was comprehensively promoted in the country, China has made great achievements in the funding. The number of people and area have greatly increased and the percentage of people who participate in the system is also great promoted. While made great achievements, it also faces many problems, such as the will of farmer to fund is low, the capability to participate in this system is limited. The mentioned problem has made it an important issue of how to make the farmers fund who will participate in New Rural Cooperative Medical Reimbursement SystemThis paper is combined with data analysis and theoretical analysis, the same of quantitative analysis and qualitative analysis. First we invested 1130 farmers of Y city, then use SPSS to classify the acquired data, later we divided the farmers into three parts based on how they feel about funding, then we analysis the main features of the three parts, meanwhile we analysis the act of government and of medical institutions how to influence the will of funding. After the analysis, we have many conclusions as follows. First, the economic level and insurance of farmers and the education will affect the will of the farmers who wish to join The higher the economic level, the more intense the insurance awareness of farmers, the higer fund-raising initiative of farmers; Data analysis showed that education level and the insurance awareness can particularly affect the will of funding of farmers. Second the acts of government propaganda and financial support will affect the will of the farmers who wish to join. The greater the breadth of depth of the government propaganda and the greater the financial support, the higer fund-raising initiative of farmers. Third, the technology and service levels of medical institutions has influence to farmers'will to join. The higher the technology level and service level, the higher the enthusiasm of farmers funding. At the same time, statistical analysis showed that the selection of medical institutions especially provincial medical institutions and the concern degree of certain medical services and medical problems can reflect the will of funding of farmers The difference between economic level, insurance awareness, education, government advocacy, government financial resources, medical technology and medical services enable New Rural Cooperative Medical Reimbursement System to fund in different rates. Major initiatives include as following. First, the farmers who has a higher economic level and insurance and education can at a higher cost than those farmers who has a lower economic level and insurance. Second, the areas whose government greatly propaganda and has a great finance support can at a higher cost than the areas whose government has a weak propaganda and a low finance support. Third, the areas whose medical institutions has advanced equipments and good service can charge to farmers more money than those areas whose medical institutions has obsolete equipment was not being served.
