TBT grows in its variety and scope, in the tendency of reinforcing internationally recognized standards and conformity assessment procedures and concerning human health and enviromental protection, has become one of the major forms of trade protectionism of developed countries.The United States, Japan and EU apply a great variety of TBT measures, generally, including technical standards, inspection and quarentine requirments, packaging and labeling specification, upon our exports to increase the cost, with a view to obstacle our exports and reduce our competitiveness. But, on the other hand, these TBT measures prompt our agricultural modernization by quickening industry upgrading and establishing quality assessment system.In order to break through international TBT legitimately, domestic enterprises should impove the quality of thire products first. In the process, government, industry association and enterprises must coordinate and make mutual efforts together. Government departments should provide market supervision and public service, establish and perfect TBT forewarning mechanism, set up information and consultation platform, and make relevant laws and regulations as well as technical standard system. Industrial association should take part in the activity of establishing standards, and manage to break through the TBT. Guiding the affiliated enterprises, they can improve the industy a lot. Enterprises should act as the principle body to impove the quality. They should establish product quality assessment management system with emphasis on quality management, manage to get the certification of the management systerm or the products, strenghen the capability of R&D to get a better image of exports, and meanwhile, train the relevant employees to be TBT enterprises. With all of these be done, the quality of exports will be greatly improved, and our domestic enterprises will face a new bright world trade enviroment. |
