Study On The Mode Of Inspection And Quarantine Conformity Assessment Of Qingdao Port

The economic globalization promote the formation of the world’s multilateraltrading system, and accelerate the speed of the development of international trade.Then the volume of import and export trade is improving significantly. The traditionalinspection and quarantine procedures is unable to meet the time of customs clearancerequirements of the large quantities of goods. And it is so complicated that it can’treach the requirements of modern logistics. So it is urgent to propose a new mode ofinspection and quarantine. Qingdao port is the international trade port in the Pacificwest coast and the maritime hub of China, so it is of great importance to make a studyon the mode of inspection and quarantine of Qingdao port.Conformity assessment procedures are the core content of the inspection andquarantine supervision and management mode. No matter what mode is taken, it’sfinal goal is to do an effective conformity assessment. So the change of the inspectionand quarantine supervision and management mode can be regarded as the change ofthe traditional mode of conformity assessment. The production batch conformityassessment mode and inspection approved conformity assessment mode areintroduced in details to understand the change in the mode of inspection andquarantine conformity assessment of Qingdao port.This thesis is divided into six chapters. The first chapter mainly elaborates thebackground and significance of the research, and then summarizes the researchachievements in mode of inspection and quarantine about import and exportcommodity at home and abroad, and then explain main research content, researchmethods and technology roadmap of the thesis. Then,the second chapter describe themode of conformity assessment procedures in inspection and quarantine of Qingdaoport. Firstly, gives an analysis the development of import and export trade volume ofQingdao port. And then introduce the current situation of conformity assessmentprocedures of Qingdao port. Then summarize some problems about Qingdao port’s conformity assessment procedures across current situation analysis. The third chaptergives an examination of new mode of conformity assessment procedures. Firstly,elaborate the content, superiority and characteristic of conformity assessmentprocedures. Introduce the change of sampling rule of inspection and quarantine as areason of new mode of conformity assessment procedures. Then lead to new mode ofsampling rule of inspection and quarantine.
