Top Brand is an important intangible assets and a sign of core competition of one corporation or one city. Today, an era of economic globalization, Top Brand has become the important symbol of regional competitions. The corporate culture involved has been recognized by the society as well. Thus, in the Name Brand competition, if you want to further develop the economy, Top Band strategy must be carried into execution to create more Top Brands on your own. The situation of imbalanced productivity development in our country determines that the execution of the Top Brand can not only depend on the Central Government or the corporations themselves, but also the support from the local government. Therefore, how the local government improves the strategy of the Top Brand will become the important step in practice.On the basis of analysis and review on the Top Brand, the Strategy of Top Brand and the foreign theory and practice, I analyzed the practice of actualizing Top-Brand Strategy of Jiangsu province Government and the representative city governments, such as Jiangyin City. With the positive and negative examples, I brought out the convictive measures in detail, which provide good experiences to other local governments. These measures are about the core theory of "New Public Management", which refers to the service role of the Government, the balance and efficiency, fair policy, the management system of public interests, and so on. With the working experience in basic quality supervision department for a long time, according to the "Measures for the Administration of Chinese Top Brand Products" issued by AQSIQ and quality management, I set up fuzzy comprehensive evaluation mathematics models on AHP theory and solved the problems in assessment and accreditation of Top-Brand products scientifically.Top Brand strategy is a leading strategy of economic adjustment and development, and the strategy design and the principle for a giant systematic project of the economy and culture. On a long view, it should be combined with the adjustment of economic structure, the improvement of local leading industry competition and the enlargement of the marketing share at home and abroad. The local government and the local corporations have the win-win relationship. The local government is quickening the transformation of its own function when improving the Top Brand strategy. Therefore, local government's improving the Top Brand Strategy is only a kind of means, and the purpose is to develop the economy of the local area and the whole country. We can forecast, in the near future, we will have more corporations with more competitiveness, more flourishing local economy and more powerful comprehensive national strength.
