Economic globalization, individuation and diversification of the customers needs make the global market more competitive. It is also increasingly clear that the future of market competition is the competition between the supply chain, rather than businesses.As a national critical infrastructure, the port has long been dominated by the public sector and implemented the strict government regulation. But with the arrival of port privatization's waves, the port's structure of property rights also began a transformation that the public and private sectors combined. Through loosing the regulation, privatization and commercialization, the role of the government and public sector are weakened, and the private forces participate more zealously to the port activities, so the expansion of private sector in the port affairs has become one of the most important features of the port industry nowadays.With the growing number of outsourcing services, the port has too many problems to deal with choosing the right service provider. Because the evaluation methods have certain limitations, and most of the evaluation criteria only are put forward from the traditional supply chain's perspective, it isn't always suitable for port development needs. Therefore the establishment of an effective and suitable for the port service provider's selection model must be solved immediately.This article finds out the particularity between the port and the services provider from a new perspective, not from the traditional supply chain that previous studies the port. And combining relevant studies, it establishes the services provider evaluation index system that is suitable for the port.The article further compares and analyses the service supply chain and the traditional supply chain in the organization structure, business mode, harmony of the supply chain and system stability, on the basis of the status quo, that settles the academic basic for evaluate index back.In addition, the paper also draws on the Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation, uses the relative importance to solve the problem of experts, and constructs evaluate model of the port choosing the services providers, eventually using a case to prove the evaluate model feasibility, that provides a objective and scientific basis for the port choosing the services providers.
