With the aggravation of the global environmental crisis, especially the modern industrial development, industrial pollution is more and more serious day by day. People began to seek new environmental management measure and tool. After the change from end control mode to cleaner production, more and more people realized the concept of ecological industry. EIP is one of the most important aspect of ecological industry. EIP is an regional system include industry, agriculture and residential area, etc. It sets up industry's system like "Producer, Consumers, Resolver" through imitating the natural ecosystem circulation way and food chain network, accordingly form the interdependences industrial ecosystem with the fully utilizing of resources and reducing the negative effect to the environment. The goal of industrial sustainable development can be realized finally, and both economic development and environmental protection gained from it.The basis planning theories, including theories of circular economy and industrial ecology and landscape ecology, have been introduced in this paper; the meaning and characters of Eco-Industrial Park have been depicted; besides, the present status and the development about Eco-Industrial Park overseas have been analyzed.Taking Shuangyashan Eco-Industrial Park as an example, the thoughts and steps of Eco-Industrial Park's design in detail have been put forward. The real condition of Shuangyashan Eco-Industrial Park has been introduced.Basis the construction and running characters of Eco-Industrial Parks, the comprehensive evaluation index systems for EIP was put forward. By using Analytical Hierarchy Process, the weights of the indices are confirmed. The fuzzy comprehensive evaluating model for Eco-Industrial Park was set up. By compound arithmetic of fuzzy matrix, subordinate degree of evaluation level was get. Under the maximum subordination principle, the result of evaluation results wan obtained. As an application, the author evaluates Shuangyashan Eco-Industrial Park. The evaluative result indicated the comprehensive benefit rank of Shuangyashan Eco-Industrial Park was"good", this fully explained that the plan of the park paid great...
