In contrast, what implementations collective economy in many places has got rid of these questions, it provides the new thinking ways and the methods for developing the rural economy under the dual economy, and has indicated the direction for the construction of a new socialism countryside.The paper first verifies the discrimination and the definition of the concepts between the collective economy, the tradition collective economy and the cooperative economy, proposes the concept of the collective economy under the market economy, points out the factors that hinders the rural economy development on the present-stage, which also means the inevitability of developing collective economy, as well as social and economic function for developing it.
