In recent years, with the city emergency command communication system of rapid development, Communication Command Vehicle as its important component, plays a more and more important role. 10th Research Institute of China Electronics Technology Group Corporation (CETC) displays its own advantages in the field of the navigation and the communication in the support of the industrial fund. The purpose of our reseach work is to make the Communication Command Vehicle realize many functions such as image acquisition, processing, transmission and GIS/GPS navigation, computer processing and wireless communication. This paper discusses the author participated in the research and development of the Communication Command Vehicle projects in 10th Research Institute of CETC.This article describes the project background and market prospects, command and communication vehicle described in the settlement of social and public emergencies irreplaceable role. According to the project requirements, we conduct a needs analysis to determine the need to implement the main functions and achieved major technical indicators, based on appropriate design principles, command and communication vehicle for the detailed design of the system. After the system integration, a rigorous system testing, focusing on image capture, processing, transmission, display subsystem of the test experiment are introduced, and after testing is complete the system integration problems were analyzed and resolved, presented problems to be solved and the solutions.In the project development process, drawing on similar projects in the domestic design, the use of advanced and mature technology, GPS / GIS, map transfer, communication, computer and network applications, broadcasting, lighting, site meetings and other functions are used to achieve stability in terms of reliable equipment, especially in navigation, the use of my unit CCIII (Hong Kong Fire Command System TGMS) and optimized results of the project, the positioning accuracy, positioning time and so have a very good performance, but thanks to the DR dead reckoning devices to solve the short-term occlusion of continuous navigation issues.Research and development of this project, I am mainly responsible for the overall command and communication vehicle project design and GPS / GIS subsystems and image acquisition, processing, transmission and display sub-system design, and related testing. After a year of design debug and system integration work, and in a variety of road conditions was tested by experts is already achieved good results, achieved in development of the Project Development requirements and the expected results.
