The Research On The Fiscal Policy Which Promotes The Application Of The Planning Of China's Main Functional Areas

In order to balance development levels of every region, to narrow the gap between rich and poor regions and to promote regional co-ordination, our Government had proposed financial objectives to the equalization of public goods and services,and guided the division of the main functional areas.National "Eleventh Five-Year Plan" clearly put forward the main functional areas development ideas, the central government stand on China's macro-perspective to divide the main functional areas of China, in accordance with the standards division,our country is divided into four regions,the optimizing-develop zones, the key-develop zones,the restricted-develop zones and the prohibited develop zone.The main functional areas should be surrounded by the establishment and the perfection of China's policies, the establishment and the perfection should reflect the Government's policy aims,that is to promote and to accelerate the establishment of the main functional areas and safeguarding them of the normal operation. In this paper shows how the policies like the meaning of the main functional areas,the fiscal policy, the ecological compensation, the legal system and other policies in our country promote the establishment of the main functional areas and make sound to protect various parts of the main functions functional operation, and propose specific implementation measures and measurement methods for some policy reforms,design to indicate the direction of reform, and hope to enrich the thinking-way of national policy reforms.
