With the impact of human activities on the environment, population, resources and environment have become increasingly prominent, the land-use issues that it causes receives the attention. Land-use change has become an important component and one of the primary causes of global environmental change, since has entered the new century, land-use study of geography has been the forefront of research and hot while the driving force of land-use change research is the core content of the study.This article selects the southern mountains of Jinan for the study, first,using 1990, 1995, 2000 and 2005 four Landsat TM remote sensing images and the traditional interpretation of remote sensing methods, and use of the ArcGIS software to gain the land use information from the remote sensing images. Through the land use map analysis during its 1990~2005 years 15 years, it reveals the changes in land use characteristics from the different angle:(1) Looking from the land use change scope, urban and rural residents in industrial and mining land-use change the most, the growth rate achieves 29.30%; next are the water and arable land, the waters area has increased 3.72㎞ 2 during 15 years, the growth rate is 11.06%, the cultivated area reducts obviously, the scope is 10.20%; finally was forest land, has not used the land and the lawn;(2) Looking from the land use variation rate, the city and countryside industry and mining resident land variation rate is quickest, the year rate of change is 1.95%, farming next best, tthe year rate of change is 0.68%;(3) From the view of the intensity of land use change, he land-use way that has big land use intensity and broad influence are the agriculture and construction land;(4) Looking from the land use type transformation, the biggest changes is the land converted to urban and rural residents in industrial and mining land, the rise of the urban and rural residents in industrial and mining land has been the main reason for the reduction of arable land;(5) From regional differences in terms of land use change, each kind of land utilization type relative rate of change also has the obvious difference in various urban Districts, the farming: Huaiyin District,Lixia District,Shizhong District and Tianqiao District's relative rate of change is big, the R value is bigger than 1, Tianqiao District is the biggest , R=9.80; Forest land: Huaiyin District's relative rate of change is the biggest, next are Shizhong District and Zhangqiu, those R value are bigger than 1, the change is bigger than the entire region; Lawn: What the relative rate of change is the biggest is Lixia District, its value achieves 12.34, next is Huaiyin District, Changqing and Zhangqiu's relative rate of change are lower than the overall level; Waters: Huaiyin District's relative rate of change is the biggest, next is under Lixia District, Zhangqiu, Changqing and the Licheng District,those R value is smaller than 1, are lower than the entire district's level; the city and countryside industry and mining resident land: Changqing, Shizhong District and Zhangqiu's relative rate of change are big, those value is bigger than 1, Tianqiao District only has 0.05, is lower than the change of the entire region by far.Next, based on the land-use change in southern mountainous areas of Jinan City, has carried on qualitative and the quantitative analysis to the land utilization change's driving force. Through the qualitative analysis of the nature and the social economy factor, obtains a fact that the social economy factor is the land utilization change main driving force; Using 1995~2005 year social economy statistical data, and using the principal components analytic method to carry on the quantitative analysis to the social economy actuation factor of the land utilization change with the aid of SPSS statistical analysis software, finally indicated that from 1995 to 2005, the land utilization change's social economy actuation factor is mainly the population growth, the economic development and the urbanization.Finally, based on the analysis of the land-use change and driving forces, putting forward the land resource sustainable use countermeasure proposal separately from the population, the economic development, the land resource, the industrial structure, the policies and regulations and the thorough sustainable development idea and enhanced the public's realization.
