As we all know, the world economy keeps increasing rapidly at the expense of high consumption of energy. The single energy structure leads to the existing energy crisis and the deterioration of the environment and climate, which makes people have to re-examine the limited non-renewable energy reserves and use limitations. Experts predict that by 2050, the world's energy mix will gradually shift from the fossil fuels to renewable energy. Biomass resources is a renewable energy, including firewood forest, timber, crop stalks, forest, forestry processing residues and various organic garbages. If human beings use biomass resources as an energy source, either as food, heating, power generation or production of liquid fuel, it will be in line with the natural cycle system. At present, the biomass resources share about 15% of total energy consumption by the world's point of view and this significant proportion determines that, as renewable energy, biomass energy will become the world's major powers to protect all its energy security and stability.China is a large agricultural country, which has the most abundant biomass resources. Total annual biomass resources is 30 tons (dry matter) or more, equal to 3 times of China's current total oil consumption. Experts estimate if the utilization of biomass resources can reach 50%, it will equal to the construction of an annual output of 50 million tons of "green field", 15 billion U.S. dollars foreign exchange savings and the annual output value reaching one trillion Yuan. This will reduce 160 million tons of carbon monoxide emissions and it will improve energy safety at the same time, what is more, this can avoid white pollution. However, comparison the biomass energy technologies between foreign countries and China, there are still large gaps. Therefore, the development of China's biomass energy industry is even more urgent and important.As a major agricultural province in China, Jilin Province has many favorable conditions to support the development of biomass energy. First, from the point of natural resource endowment, Jilin Province is rich in biomass energy reserves. At the same time, because of the location in the northeast central golden belt of corn, it is rich in corn. Province's annual output of straw is about 4,000 tons and the output of corn stalks is nearly 27 million tons, ranking first in the country. Climatic conditions of Jilin Province can guarantee straw is not easy moldy with long-term storage, which makes the straw suitable for solid fuel for further processing. Second, Jilin Province has the science and technology using energy in agriculture. Third, Jilin Province has achieved the initial use of biomass. Successful development of biomass energy in Jilin Province is gas use which is one of the typical results.However, due to geographical location and unique situation in the province, Jilin province has the following issues. Firstly, at a low temperature, gas utilization and promotion of straw gasification have shortage of funds. Secondly, the using of straw resources is not economic. Therefore, the research of straw resources model in Jilin Province has a potent effect on the promotion of regional recycling economy in Jilin Province and making sound and rapid development.On the Theoretical level, through the technology roadmap, circular economy and Eco-Industrial Park and other related theories reviewing, the paper considers that: (1) technology road map is a very effective strategic planning tool. It can not only disentangle the complex inter-relationship among the technique, product, market, science and research and development plan, but also can help the stakeholders reach a consensus and form a stable mechanism; (2) circular economy is a short title for Closing Materials Cycle economic and Recourses Circulate economy ,it aims at realizing the efficient use of resources and recycling, which follows the principle of "reduce, reuse, recycle" , mainly for the Closed circulation of material and Echelon of energy use and its essence is an economic model which runs in accordance with the natural material cycling and energy flow;(3) Eco-Industrial Park is a new industrial park, its design is based on the Concept of circular economy, industrial ecology and cleaner production requirement.In the park, different factories or businesses form into business communities and in this communities, the resource and the by-products are interchangeable and a "producer - consumer - decomposition" material cycle is built to realize the closed substance cycle and multi-use of energy and minimize waste by promoting one's waste or by-products to another's raw materials or energy.On the Practical level, we identify existing problems and technical difficulties of Jilin province by analyzing the present situation of straw resources in Jilin Province and work out the technology roadmap of the straw resource use which is combining the actual conditions of Jilin Province and explore the rational use model of Straw Resources. This article focuses on the eco-industrial park development with comprehensive utilization of corn stalks and forms an eco-industrial park development model of comprehensive utilization of corn stalk on the basis of Symbiosis Model and the mode construction. It can turn the entire industrial system into a closed-loop system of resources'Circular flow and ultimately reach the win-win situation both in economic interests and environmental interests.Finally, we give advice on the rational use of straw resources in Jilin Province from research institutes, enterprises and government and we hope to provide constructive suggestions for regional recycling economy and new rural communities construction of Jilin Province.
