The Analysis Of Service Outsourcing Industry's Competitiveness Of China's Service Outsourcing Modelcities And The Research On Developmental Countermeasures

Accompanied with the service outsourcing industry's rising and rapid development throughout the world, some developing countries have achieved rapid economic growth as well as optimization and promotion of industrial structure by undertaking service outsourcing business. Facing the global trends of service industrial transfer, as well as a series of challenges and opportunities which brought by the financial crisis, China should give full play to their favorable conditions and overcome adverse conditions, undertake service outsourcing business actively, realize the chang from the "world factory" to the"world office". This paper begins with the angel of our country's service outsourcing model cities, through analysis of service outsourcing industry's competitiveness of every city, clearly recognize the problems which exist in the development process of these cities' even our country's service outsourcing industry, and put forward the related proposals. Hope that China can hold this strategic opportunity, develop service outsourcing industry comprehensively, promote economic growth and optimize the industrial structure.The article is based on the amendment of GEM model of industrial competitiveness, combines of the factors affecting industrial competitiveness and the basic principles of selecting indicators, select a series of indicators which affect sevice outsourcing industry. And then use the factor analytic method to analyse the selected indicators, formulate the indicator system, at the same time determine the state-approved 20 service outsourcing model cities (Dalian, Xi'an, Chengdu, Shanghai, Shenzhen, Beijing, Hangzhou, Tianjin, Nanjing, Wuhan, Jinan, Hefei, Changsha, Guangzhou, Chongqing, Harbin, Daqing, Wuxi, Nanchang, Suzhou) as the object of study.The paper use the combination weighting method which combine AHP and entropy to calculate the weight of each indicator, eventually obtain results of the scores and rankings of each indicator and the competitiveness of service outsourcing industry of 20 cities.Through the analasis, conclusion was found that the competitiveness of the service outsourcing industry of Shanghai, Beijing, Shenzhen, Chengdu are strongest; Guangzhou, Suzhou, Xi'an, Dalian, Hangzhou, Wuhan have great potential for development; Nanjing, Tianjin, Jinan, Harbin, Wuxi, Chongqing have good environment for development; the overall competitiveness of Changsha, Nanchang, Daqing, Hefei is \veak,but these cities have cost advantage.For different features of various groups of cities, different developmental strategy should be adopted to develop the service outsourcing industry. For example, Shanghai, Beijing, Shenzhen, Chengdu should target at the high-end,devote to the design and R&D sevice of the upstream of global value chain,and build the international brand. Changsha, Nanchang, Daqing, Hefei should develop specialized industries first, and then widen the scope of business actively on this basis, develop other service outsourcing business, ultimately promote the development of service outsourcing industry. For the whole of China's service outsourcing industry, the establishment of enterprises'international competitive advantage and the promotion of the enterprises'own ability are the fundamental way.At the same time, actively develop service outsourcing market, strengthen IPR protection and enhance the quality of our manpower are important measures to conform to international trends and vigorously promote the development of service outsourcing industry.
