Daqing Service Outsourcing Competency Evaluation And Improvement Strategy

Entering into the 21st century, along with the development of information technology, services industry chain extension and the need of specialization, the multinational service investment began to increase quickly. There has emerged services transfer tide, taking service outsourcing as the main characteristic. Service outsourcing industry is a key component of the modern high-end service, and has some characteristics, such as the high information technology bearing degree, high added-value, low resources consumption, low environment pollution, high employment ability, and high internationalization level. To promote the service outsourcing industry rapid development, China's Commerce Ministry issued a plan to implement"Service Outsourcing Thousand, Hundred and Ten Project". Local governments also have set up special fund policies to support the development. At present, the State identified 21 service outsourcing demonstration cities, and provides support to the demonstration cities. It also pointed out that the city graded last in the performance evaluation will be laid off from its position. The 21 service outsourcing demonstration cities, including Daqing, are facing fierce competition. How to display the advantages and actively improve the service outsourcing industry competitiveness becomes the focus of every demonstration city study.This thesis starts from current Daqing service outsourcing industry situation, summarizes Daqing service outsourcing industry development, and establishes a service outsourcing industry competitiveness evaluation index system, according to the effective tool for competitive analysis -"diamond model", and the subjectively determined indices and weight. Through the methods of data chemotactic, and dimensionless (efficacy coefficient method), it evaluates Daqing competitiveness, and then compares with eight other typical cities, including Beijing, Jinan, Chengdu, Wuxi, Xian, Wuhan, Hefei, and Chongqing. The result shows that Daqing ranks the fourth in the nine cities. The main reason is petroleum and petrochemical industry development is the main characteristics. Vast offshore business market share forms Daqing service outsourcing competitive advantage. But it does not have advantages in production element and other urban comprehensive indices. It puts forward the ways to improve Daqing service outsourcing industrial competitiveness, from the perspective of production factors, demand condition, strategy, structure and competitiveness, and related and supporting industries, according to the result. The research in this paper can improve Daqing service outsourcing industry competitiveness, develop Daqing service outsourcing industry advantages, and has great realistic significance on Daqing business invitation, government decision making, and establishing international service outsourcing base.
