As a new economic form which can settle present problem of resources and environment fundamentally, circular economy is being accepted and recognized by scholars, government and enterprises gradually. To build Two-oriented Society and develop circular economy which has become an important policy in China. Research of evaluation on circular economy is a key component of research on circular economy and a bridge from theory to reality. The research has important theoretical and practical value. In recent years, some related explore and research has been done in home and abroad and it plays some certain promoting role in development of circular economy. Otherwise, the research is at initial stage in China and has deficient, especially in the research on evaluation of regional circular economy. Therefore, this dissertation chooses regional circular economy as study object and refers existing researches, then seriously explores on evaluation on regional circular economy. The research enriches the existing theory and method of evaluation of circular economy, and provides reference to scientific decision-making.In the research process, many methods are adopted comprehensively such as documents research method, comparative analytic method, factor analytic method, expert advice method with synthesis of quantitative analysis and qualitative analysis, systematical analysis and dialectical analysis. It follows the logical system from competitiveness theory, evaluative index system, and assessment method to practical analysis. Based on determine the connotation, characters, basic framework and affect factors of regional circular economy development , this dissertation constructs an monitoring indicator system and a model of regional circular economy and conducts practical research.This dissertation carries on a comparatively profound and systematical research into the current evaluation of circular economy, finds out the situations and defects of current research, and proposes the connotation of regional circular economy with deep understanding circular, scientific concept of development and Two-oriented Society theories. Through fundamental research and practical research this dissertation analyzes, recognizes and summarizes five elements in regional circular economy including industry system, consumption system, infrastructure system, ecological environment system and socio-economic support system which work together to form a dynamic system. The system covers fields in industry, agriculture and consumption and levels of macro, middle and micro, concerning social economic activities of production and consumption, at same time considering economic benefits, environment and social benefits. According the elements, a new multilayer monitoring evaluation index system of regional economy which is composed of target level, sub-target level, control level and indicator level and 36 specific indicators was established. Besides, summarizing and studying characters and defects of exiting methods, this paper introduces a dynamic comprehensive evaluation depending on multidimensional time series data and overcomes the defects of exiting methods.Based on the theoretical research, this dissertation choose 13 prefecture-level cities and one autonomous prefecture of Hunan province as evaluation targets, utilization of dynamic comprehensive evaluation in practical analysis to obtain multi-angle and full range results and to prove scientificity and feasibility of evaluation index system and evaluation method. Finally, this dissertation proposes some targeted and rational countermeasures and advice which has certain guiding function to circular economy development in Hunan according to the results.
