Research On Post-Evaluation Index System Of The HeiLongjiang Province Highway Construction Project

Post-evaluation of highway construction project is the technical and economic activities,which it provides the scientific and accurate evaluation on appraisal, inspection and analysis to the reasonableness and operation effect of the project,according to data and the changed situation after 2 to 3 years. Since 1996,the advanced road of the HeiLongjiang Province have operated a few post-evaluation,such as Ha-da expressway. On the implemented post-evaluation of project, we can see which the majority of the post-evaluation of project is in according with the "Evaluation Report of Construction Project of The Road" and evaluate the process,effectiveness,impact of and sustainability of the project,but the using index system hasn't the characteristics of HeiLongjiang Province. So, I try to choose the index system of the post-evaluation of the project on AHP in conjunction with engineering practice, and receive a set of index system which has characteristics of HeiLongjiang Province to guide post-evaluation.The part post-evaluation of the Ha-Shuang expressway may test the applicability of the index with a part of the choosed index system.
