Sustainable utilization of agricultural land resources is the base of agricultural sustainable development; agriculture whether can be sustainable impacts the implementation of whole sustainable development strategy directly.Now, agricultural land resources are facing with supply and demand contradiction which becomes more acute, undersupply cause the over exploitation and irrational utilization of agricultural land resources, thus induced a series of environmental problems, reduced the soil fertility level and output ratio, and further aggravate the supply and demand contradiction of agricultural land resources; therefore, it is imperative to promote sustainable utilization of agricultural land resources. The core issue of the research on sustainable utilization of agricultural land resources is to evaluate the sustainable utilization level of agricultural land resources; we can conclude the feasible countermeasures to promote sustainable utilization of agricultural land resources on the basis of the evaluation result; and it provides evidence for the government to carry out a macroscopic decision.The thesis starting from the study of influencing factors of sustainable utilization of agricultural land resources, according to the important degree of influencing factors, the characteristics of agricultural land resources and connotation of sustainable theory, an evaluation index system of agricultural land resources sustainable utilization was constructed, its rule hierarchy is constituted by economic sustainability, ecological sustainability and social sustainability; determining the index weights by AHP and Delphi method; then the thesis use Multi-good Liner Functions Comprehensive Evaluation Model, Coordination Index Calculation Model and Barrier Factors Diagnosis Model to calculate the sustainable utilization level of agricultural land resources in Jiangsu province, the coordination ability between all indexes and the obstacle degree of each index respectively; finally, the thesis evaluated the sustainable utilization level of agricultural land resources in Jiangsu province comprehensively based on the calculation results.Evaluation results show that: first, the sustainable utilization comprehensive level of agricultural land resources in Jiangsu province has increasing trend (The comprehensive level in whole province increase from 0.5402 in 2002 to 0.7052 in 2006), although there are still certain differences compared with the ideal sustainable level (In this study, the ideal sustainable level is defined as absolute value 1), sustainable utilization of agricultural land resources in Jiangsu province has a bright prospect because the coordination ability between all indexes grows ever more and the number of barrier factors is gradually decreased(The coordination index between all indexes had gradually dropped from 0.435 in 2002 to 0.285 in 2006); second, horizontal comparison of region, the sustainable utilization level of agricultural land resources in Southern Jiangsu, Central Jiangsu and North Jiangsu has increasing trend, it's best in Southern Jiangsu(0.7635 in 2006), poorest in North Jiangsu(0.7011 in 2006), and better than province average(0.7052 in 2006) in Central Jiangsu(0.7157 in 2006); third, during the barrier factors which hinder the sustainable utilization of agricultural land resources in Jiangsu province, agricultural land resources area reduction and quality decline, the rate of agricultural technology staff reduction have been becoming the main barrier factors, the obstacle degree of the ever barrier factors of ecological sustainability are decreasing; finally, the thesis concludes the countermeasures of sustainable utilization of agricultural land resources in Jiangsu province by the results: stabilizing agricultural land resources quantity, improving agricultural land resources quality, developing and popularizing agricultural technology.
