Study On Evaluation Of Integrated Benefits Of Land Consolidation Project In The Old Course Of Yellow River

As an important approach to achieve the sustainable utilization of land resource,land consolidation not only need to regard the amount of the cultivated land,in order to achieve the homeostasis of cultivated land,but also need to display the active effect in other aspects,such as improve the quality of cultivated land,reform the ecological condition and promote the adjustment of the economic formations etc. But there are many improper tendency in the land consolidation project in some region,such as think much of the amount,but neglect the quality and the ecological protection,pursue the high-grade design etc. So,we should take the integrated benefit evaluation as an important part of the land consolidation; to accelerate the benign development of land consolidation by intuitive and exact benefit evaluation. But currently there is less study of the integrated benefit evaluation of land consolidation in our country and the way of qualitative analysis is adopted by most people. Therefore,it is very important to constitute the consummate evaluating indicator and probe into the way of quantitative analysis for the integrated benefit evaluation of land consolidation,because it not only can enrich the theory of land consolidation,but also have important meaning to guide the practice of land consolidation.Based on the study of the theory of land consolidation benefit evaluation,the land consolidation project in old course of Yellow River of Nanle county,the land consolidation project in Hancun of Qingfeng county,the land consolidation project in Zhangguotun of Nanle county(all were in Puyang city) were taken as examples in this thesis,the author chose sixty factors which belong to aspects of land sustainable utilization,society impartiality,agricultural production, environment friendship, resource utilization and economical repayment to establish the index system of land consolidation integrated benefit evaluation of project area. And ascertain the relations among the evaluation index by confirmed 0.2715,0.1898,0.0874,0.3405,0.0380, 0.0427 as the weight of land sustainable utilization,society impartiality,agricultural production, environment friendship, resource utilization and economical repayment based on the AHP and Delpi. And finally got the numerical result of integrated benefit of the three projects before the consolidation is 29.88, 31.52 and 27.70, and after the consolidation is 83.91 , 76.62 and 75.82 by multilayer fuzzy comprehensive evaluation,the result of integrated benefit grade evaluation of the three projects is excellent, good and good. Compared the result of integrated benefit of the three projects before and after the consolidation, the effect of the land consolidation project in old course of Yellow River of Nanle county is the most remarkable.It is the square of consolidation and investment amount which influenced the integrated benefit of the land consolidation project according to the result of evaluation.According to the analysis of the result of evaluation, it can concluded that: 1) it is the the integrated benefit evaluation of land consolidation which has important meaning of theorical and practical on land consolidation; 2) the choosing of evaluation index and methods should adopt measures of the realities of specific regions; 3) it can provide the reference for the later land consolidation practice in the old course of Yellow River by the evaluation index system and evaluation method which advanced in this research and could reflect the integrated benefits of the land consolidation impersonality scientifically and objectively. To promote the integrated benefits of land consolidation projects in old course of Yellow River, there are several suggestions: 1) strengthen the study on landscape effects caused by land consolidation to enrich connotation of integrated benefits of the land consolidation; 2) carry out regional land consolidation engioneering complying with land development and consolidation planning; 3) speed the adjustment of agricultural industrial structure combining the performance of land consolidation projects.
