Faced with the fierce market competition, China Telecom actively promotes structural reform.The concentrative management of the malfunction of local area network (LAN) is one of the key tasks, mainly centralized malfunction management functions of bureau in each county to the network monitor center to achieve a low-cost operation. What factors will affect the quality of the malfunction management of LAN? How to improve these factors? The answer to these two questions is the key to enhance the quality of the malfunction management of LAN.This paper take Zhanjiang telecommunication company as the object of study, summarized and analysed the problems which were met in the process of the reform of its local network malfunction management, and from the perspective of the network monitor center, brought forward some countermeasures to enhance the quality of the malfunction management of LAN. Especially raised that strengthen KPI evaluation and team-building is the key to enhance the quality of the malfunction management of LAN. This paper begins with a review of relevant domestic and international theory and literature, and then analysed the situation of the malfunction management of local telecommunication network in Zhanjiang city, pointed out the problems: there are too many index points in malfunction assessment, the KPI are not prominent and ignore the apperception of customers, they are also not detailed enough; from the aspect of team-building, the problems are as follow: Few information exchanges among employees, the reform made employees tired,long-term shifts of employees have adversed effects on the body. To solve the problems above, this paper elaborated some concrete measures to perfect malfunction KPI assessment and team-building, further described the improvement situation of each index point to verify the effect of these measures. We hope that this research can provide reference and revelation to other telecom enterprises of our country to improve their malfunction management quality.
