The state-owned asset management company of Shihezi, which is established and operated in accordance with the modern enterprise system, possesses groups, listed companies and high-tech enterprises, and related to many sectors, for example, industry, construction, commerce, trade, and so on. But the entire state-owned assets management system is lack of scientific standards, and does not have a unified management Methods.In order to satisfactorily resolve the problems of management, integrate the resources of state-owned company, and preserve and increase the value of the state-owned assets, we need to research the model of the state-owned assets management and its operating mechanism.In this paper, the most important methods we use are qualitative analysis and quantitative analysis, standardized analysis and case analysis. On the basis of analyzing the operation system of the state-owned assets, we researched the current management model of the company and gave an performance evaluation of it, then we found the problems which existed now. All these we did reflect that it is necessary for us to redesign the management mode of the state-owned assets. Using the theory of the second chapter, we determine the factors which impact the model of company management, and then, based on the principle of maintaining and increasing the value of the state-owned assets and maximizing the interests of the company, we respectively construct the external and internal management model of the state-owned assets management company of Shihezi city. External ownership enterprises, and hosted a separate enterprise management.
