Study On Changzhutan City Group Resource-economical And Environment-friendly Society Evaluation System And Countermeasures

Changzhutan city group as a National Resource-economical and Environment-friendly Society Integrated Support Reform Experimental Zone is the promotion of interaction. A major strategic of rising the central region. And it is a way of accelerating national new-type industrialization and building a resource-economical and environmentally-friendly society. We must have a comprehensive, scientific understanding about it. It is a project which calls for multi-pronged efforts. To evaluate whether our work reach to the standards and what extent it is,we need a evaluation system which fully show the establishment of two types of community building. According to the results of system evaluated we make some countermeasures.This article has these parts below:Part one, analysising the city group as a resource-economical and environment-friendly society's background,significance. Methods to reserch ,original ideal and inadequate of this study.Part two, to the thoery of resource-economical and environment -friendly society, study on the theory of resource-conserving society, the theory of environment-friendly society , the theory of regional economic growth and sustainable development, the theory of the economic cycle theory and the theory of industrial policy respectly.Part three, study on advanced country such as Japan, the United States and Europes. Find out experiences of building resource-economical and environment-friendly society, then draw four important experiences.Part four, analysing the status quo of Changzhutan city group, from follwing aspect: industrial base, the operation of resources and the environment, industrial structure and its law of evolution.Part five, make a evaluation system of resource-economical and environment-friendly society, firstly analys the meaning, principles and basis of index system, then devolop the system from five aspects: resource-economical, environment-friendly technological innovation, industrial structure adjustment and industrial output and social life.Part six, using factor analysis methods which with less comprehensive indicator make fact reduction according to evaluation system developed before to evluate provincial capital of Central six provinces resource-economical and environment-friendly society industrial development situation. Then to find some problems of Changzhutan urban agglomeration industry development.Part seven, to make industrial development strategy and industrial policy system, the implementation of the industrial policy measures for countermeasures of Construction of Resource-economical and Environment-friendly Society Integrated Support Reform Experimental Zone.
