Combination of the theory of rent and property-right theory of the natural resources, This paperdissertated the theoretical basis of the mechanism of paid-use-of the hydro-energy resources owned bynation, briefly introduced practices of those mechanism in some countries; Then expatiated on thedevelopment stages, typies and current status of the mechanism of payment for the use of hydro-energyresources in china, and analysed the relations between the different mechanism. At last, systematicallystutied the water resources charge in our country; Furthemore, puts forwards the model to derermine theimposing standard of water resources charge for hydropower.
