In recent years, the number of science-and-technology type small and medium-sized enterprise reached about 135 thousand; the jobholders reached about 10 million. The Non-governmental scientific and technological enterprise's gross asset amounted to 5,027.4 billion Yuan in 2006, growing 28% than 2005. Non-governmental scientific and technological enterprise's gross annual income compared to 2005 to amount to more than 4000 billion Yuan, growing 37%. Along with the science-and-technology small and medium-sized enterprise scale's strength and economic status's enhancement, research on the science-and-technology small and medium-sized enterprise has become the hot topic in the theoretical circle. In view of the current fact that to research the overall region science-and-technology type small and medium-sized enterprises core competence is lacking, The paper takes the science-and-technology small and medium-sized enterprise of Guangxi as the object and carries on the research on their core competence.The basic part of this paper includes: present situation's analysis of the domestic and foreign research on core competence, selected topic's determination of this research, the research route and technique's introduction, related concept's summary about core competence, as well as basic theory outline of this paper.The core part of this paper will firstly carry on the value chain analysis and the SWOT analysis to present situation about their core competence, make clear their current problem and deficiency; and then pointedly construct a core competence system, define the core competence system's hierarchical structure, the operation pattern and the promotion way. This system takes the resources, the knowledge and the capability as core competence's origin, manifests three latitudes structures, follows a market-oriented PDCA circular TQC operation pattern which combines internal self-organizing with external collaboration, and a vertical upgrade path of a single technology core; then carry on a demonstration by taking Guangxi Emperor Jia Tianxia dairy company as an example, seek an effective way to cultivate and promote core competence for the science-and-technology type small and medium-sized enterprises in Guangxi, which can provide reference for their decision-making.
