Appraisal Research Of The Industrial Circular Economy Development

At present,the contradiction among ecological environment,natural resources and social economic development of our country is conspicuous day by day.In the face of the situation,in order to maintain a sustained,rapid and healthy development of the national economy,we must change the traditional style of economic increase,and explore the method that economy develops with environment in harmony.Circular economy,which utilizes resources,protects the environment and develops economy in a friendly way of the environment,is an economic development model which can cause the social development to be sustainable.Industry not only is the main aspect of the economic growth,but also is the main power and driving force of circular economy.The circular economy condition of industry will affect the implementation condition of the entire social circular economy enormously.Therefore,the establishment of the industrial circular economy theory and the appraisal research into industrial circular economy development,which will definitely affect sustained economic development for a long term,are of great significance to judging the circular economic growth of all regions.Firstly,this paper discusses the circular economy conceptions and theories,and sets out the domestic and international research and practice condition of circular economy in detail.Based on realization of the negative influence of the traditional industry,in order to solve many problems of sustainable development of industry,this paper brings up definition of the circular economy of industry and elaborates the appraisal research progresses of industrial circular economy.Secondly,this paper elaborates appraisal methods and principles of indicators of the industrial circular economy development.Also,this paper has carried on the preliminary research into the index system of evaluating the industrial circular economy development in accordance with the methodology of index system.The index system of the industrial circular economy development can reflect the various influence of the industry on economy development, society,ecosystem of the environment etc..The index system can be operational and innovative, and provide the reference for the future sustainable development of industry.Thirdly,this article takes the industrial circular economy development situation of the 31 provinces and cities of China in 2005 as an example,and appraises the index system of the industrial circular economy development by using factorial analysis method of the multi-dimensional statistical analysis.From the appraisal results,we can see the degree of the industrial circular economy development obviously,and the results conform with to actual condition.Finally,after analyzing the results of the evaluation,this paper proposes some suggestions that develop the industrial circular economy according to our country's actual development.These suggestions will provide the support for the comprehensive implementation of the circular economy.There are some innovations of this paper.Firstly,taking the industrial circular economy development as the object of study,this paper carries on the moderate appraisal analysis. Secondly,according to basic indicator principles of industrial circular economy,taking into account influence of industry on the economic and social development,the circular economy features(resources reduction,circular utilization,pollution abatement),the protection of the ecological environment and so on,this paper design the appraisal indicator system of industrial circular economy development.Thirdly,appraisal of industrial circular economy development of China's 31 provinces and cities has been carried on by using the factor analysis method.Fourthly, through further analyzing the appraisal results,this paper come to the conclusion that there are some large gaps between developed area and less developed area of industrial circular economy. These gaps include he idea of developing circular economy,technology,industrial foundation, environmental organization management and so on.
