Research On Facilities Of Strategic Petroleum Reserve

The problem of petroleum safety relating to national politics and economics security is a new question for discussion in China. There are some differences in solving to this problem. Although are many of domestic research institutions studying on the project of Strategic Petroleum Reserve (SPR for short), talking one with another, the research field is single, lack comprehensive considers, and failure to make a complete and scientific demonstration in many aspects, such as oil storage capacity, selection of storage sites, storage facilities, etc. Therefore, no mature and systematic petroleum reserve theories were formed. Peoples argue the issue of objective of SPR, function, mode, cost, effect, etc. There are still many bifurcations, so, it is very necessary to make a more demonstrates.This paper analyses the mature experiences of international petroleum reserve, and tries to bring to some beneficial inspires for our SPR constructions. At the same time, for the situation of our country, it is also urgent to find out the selection of storage sites of SPR. This paper introduces the method of fuzzy decision-making to propose an optimal oil storage facility and provides some scientific decision-making for the department of government.There are several types of SPR facilities, such as tanks above ground, in-ground trench, hard rock cavern, salt cavern under ground, floating tankers and salt cavern on seabed, etc; For these facilities mentioned above, the basic principles are introduced briefly, the facilities feature are described in detail, and the qualitative and quantitative analysis are conducted; The SPR facilities are demonstrated, and the effect came from international politics, economy, diplomacy, etc on the selection of facilities is analyzed; This paper also try to find out the selection of storage sites. Based on fuzzy mathematics theory, the fuzzy decision-making on SPR facilities is done. The decision-making results show that the floating tankers are advantageous of without land acquisition and proposed as one of the candidates of SPR facilities. If the proper salt caverns are found and the pipelines problem can be solved, the facility about salt cavern under ground is also good choice.In a word, the research in this dissertation on SPR facilities fills up the study blank and will also promote the investigation and development of SPR in China.
