A Comparative Study On Information Sharing Of Science & Technology Project Among U.S., U.K. And P.R.C

In every year, a large number of science and technology (S&T) projects havebeen granted from Chinese government and undergoing progress. Without the increasingpower on scientific and technological research and large amount of funding input, thisachievement would be impossible. However, because of the low sharing ability of S&Tprojects information (STPI) among different management levels, there are someproblems existed to cause difficulties, for instance, the overlapping support of novelprojects, the ignorance of unpopular topics and the delaying utilization of up-to-dateinformation and products and so forth. These defects have greatly reduced the abilities ofscientific resources which could benefit more. In addition, these defects also caused sucha waste in funding, human resources and natural resources. Therefore, the request forestablishing a systematic STPI sharing platform becomes of necessity, in order toperform a better STPI sharing and wiser utilization of S&T resources.In this thesis, the focus is located on the current STPI sharing among China, USand UK. By comparatively analyzing their differences in STPI construction bodies,sharing models, platform structures and functions and their supporting systems, it is ableto determine the advantages and disadvantages of Chinese platform model. With theadditional knowledge on advanced experiences and techniques from UK and US, it islikely to supply the scientific support for constructing Chinese STPI sharing platform. Inindividual chapter, the investigating targets are selected from S&T managementdepartments among three countries. This research focusing on STPI not onlydemonstrates precise information, but also presents a point of view in depth. At last, theconclusion based on a large number of conditional analyses has also suggested thecomplete establishment of Chinese STPI sharing platform.The suggestions are: firstly, to advanced regulate the process of national S&Tprojects management and ensure the consistency of varied projects information; secondly,to form better ways for STPI collection and securely obtain accurate STPI; thirdly, toconstruct a national united STPI sharing platform; finally, to continuously improve andcomplete the corresponding regulation and policy of publishing administration forlegally supporting the success of STPI sharing platform.
