With the extension of tourism activities'scope, fast development in tourism industries brought considerable benefits to regional economic, and it meanwhile brought some negative effects to local physical and social environments, also to the native culture. How to evaluate numerically regional sustainable tourism development was one of significant themes for tourism study. Therefore, this thesis selected a county scale case and employed related theory and methods published in domestic and international journals about ecological footprint (EF) model which was designed for sustainable development evaluation, and aimed to evaluate the state of sustainable tourism development for Zhangqiu County, Shandong Province, China both theoretically and practically. At theoretical aspects, the thesis has given a primary discussion on evaluation index systems used in domestic and international studies for regional sustainable development and sustainable tourism development. Some basic theories and concepts about EF model and related application model on tourism were also introduced, and then constructed the evaluation indexes of tourist ecological footprint (TEF) model. As to practical certification, this thesis has given a detail discussion and related analysis with TEF, EF and tourism income ecological footprint (TIEF) of Zhangqiu County in 2005. The study results showed that :(1) The total TEF was102312hm2, which accounted for 55.15% in overall area of Zhangqiu County. The proportion for plantation was highest in the land types of EF(73.48%). (2) The ecological demand per capita was 3.63 times as great as the ecological supply, adding the TEF per capita, the ecological deficit was bigger, which exacerbated the state of not sustainable development in Zhangqiu County. (3) The TEF per capita per day was 2.39 times as great as the EF of Zhangqiu County, the results presented that tourism activities were high demand and consumption's life styles.(4) The TIEF per 10000 RMB and the ecological footprint per 10000 RMB. GDP were almost same, the economic benefits of tourism and the GDP benefits were almost same. At the end, some concrete measures and suggestions referring to food, transportation, merchandise and the mechanism of ecological compensation for sustainable tourism development in Zhangqiu County were put forward, and some deficiencies in the TEF model and questions that require further study were also put forward. There were five highlight achievements in this thesis:(1) The EF model was successfully applied to evaluate the state of sustainable tourism development. The relation of the TEF and the manner of tourists'behavior and consumption were analyzed, and the related rules were primarily got. (2) Although the further dynamic change in TEF was not provided in the study, a fast vision of impacts on local ecological environments with tourism activities was actually presented. It could make actual, all-around, and correct evaluation to local tourism industries, and also offer a reasonable and scientific proposal for the local government and tourism administrations'decision-making. (3) This thesis put forward the conception of TIEF for further understanding the significance of regional tourism industry development to ensure a reasonable arrangement in the structure adjustment of local tourism industry. (4) The TEF could afford a reference for tourism destination in tourism management. The TEF was a significant model in guiding of the exploitation of scenic spots, designing of tourism merchandise, arrangement of tourism routes, ecological impacts of tourism corporations, and etc. (5) The tourists might sharply understand the effects of tourism activities to ecological environments through the education of TEF theory, therefore it enhanced their ecological consciousness to practice their tour behavior in reasonable and healthy civilized manner.
