Land is material foundation and environmental factor that human lives and develops. Land use deeply affect and change its existence environment. We should make scientific and reasonable use of land resources and should effectively protect and improve the ecological environment, and should Promot ecological environment construction. Contrary, if immoderate land resources utilization at random and even factitiously, ecological environment will be destroyed and ecosystem will be worsened.From 2007 to 2020, our country will be in the gold time of economic society development, and the intense land demand will take profound influence on the land use intensity, land use way, land use scale, land use layout and so on,and the ecological environment construction pressure is huge. Therefore it is very important to promptly grasps resources supply and demand situation, and proposes the reasonable land use measure. However, the existing system only can inquire the information of land use and the ecological environment, has not assistant decision-making function of land use regulating. Therefore, under this background, designing land use and ecological environment construction assistant decision-making information system not only realize data information, the most important is that it can help users analysis appraisal ecological carrying capacity, and help users choose most superior land use way to guarantee land sustainable use.Along with Arcgis9 system software appeared in 2004 , development module ArcGIS Engine appeared. ArcGIS Engine has superiority to other mo -dules, and it take convenience to the development personnel developing separated from development environment ArcGIS. Therefore the paper select the AE module to develop system.According to the relations between the land use and the ecological environment, The system has designed the specialized assistant decision -making module in detail. Assistant decision-making module includes land use change analysis, ecological carrying capacity analysis,ecology function district, space realization of control targets and so on .The paper is composed of seven Chapters. Chapter 1 is introduction, which introduces the significance of the research, relative research status, major contents and primary purpose of the thesis. Chapter 2 is key techniques, which analyze the key techniques to develop designing of land use and ecological environment construction information system, for example, Patterns of GIS development, Component GIS, ArcSDE and so on. Chapter 3 is system design, the author introduces the general design, the system functions design, Interface design based on studies about the development background of land use and ecological environment construction information system. Chapter 4 is database design, it introduces attribute and spatial database design based on characteristic of database. Chapter 5 is system development and realization, mainly introduces the development of function models based on develop project and environment. Chapter 6 is the application of system in Pingyi County. Chapter 7 is conclusion and expectation. It firstly concludes the whole research, and then describes the production.In the end of this chapter, the author brings forward the farther research direction at next step.
