Nowadays, the rapidly develop of information and communication technology forced human society rapidly change to knowledge type society, new product development becomes one of the core key element that enterprise manages successfully gradually, continue promoting new products will make enterprise obtain continue success. But the highly effective new product development depends on the effective management to the enterprise R&D team. At present, the most difficult problem of enterprise is how to having an effect to manage R&D team, how to inspire R&D people do their best to create values for enterprise. By the research, the most effective way is to find the ability characteristic of R&D people, build competency model, then choose the excellent people who suit the enterprise's develop, install them reasonably, do career develop plan for them.Now the research on competence is quite completeness on fremdness, there already have lots of research on competence, from the connotation,characteristic to the methods of build the competency model. The competence not only apply in enterprise but also apply in nonprofits organization. Compare with that, although we have many articles of competence, most of them concentrate on the develop history of competence,the connotation of competence and the process of build the competency model, the deep research is few. Based on the research to R&D team and individual,organization competence this article extend the individual competence to the organization competence, build the competency system of R&D team in enterprise, this is useful for the management of R&D team in enterprise.
