With the development of the people's needs and the rapid development of the industry,Chinese express delivery market is increasingly growing.With major international express company rapidly into and the development of private express companies,private capital,foreign capital and state-owned capital has form common development situation at three aspect.Rapid expansion and development of the express industry,capital of white-hot competition both at home and abroad,are both pressing for a state-owned enterprise postal-delivery logistics company as soon as possible to break the inherent management mode,actively to adopt modern management ideas and methods,rapidly improve its core competence,with the times and the market convergence.Human resources management has always been a core component of enterprise management.As a large state-owned express logistics company,T company is highly dependent on professional and efficient human resource management.Professional and efficient human resource management is also decisive for the development of enterprise.The scientific and effective promotion of human resource management effectiveness will help to improve the core competence of T company and provide strong support for the company`s strategic development.This paper gives an analysis and proposes solutions on the ineffectiveness of human resource management in the process of rapid expansion and development of T company through the idea of "finding the problem-establishing model-analyzing the problem-proposing the scheme".First of all,summarize the current management situation and the existing research results of the same industry both at home and abroad,and then combined with academic background,industry background and business management background,deduct the content and methods in order to determine the theoretical basis of human resource effectiveness evaluation,and further put forward the Human Resource Effectiveness Scorecard theory.Secondly,analyze the status of human resource management in T company,and systematically describe the human resource structure,configuration and effectiveness of T company.Thirdly,establishes a Human Resource Effectiveness Scorecard model that based on the development status and future planning of T company,and set evaluation index from the four dimensions(financial level,customer level,operational level and strategic level)which affect the human resource effectiveness.Then through quantitative analysis method,questionnaire survey,analytic hierarchy process and fuzzy evaluation method,make vertical comparison of T company human resource effectiveness in the past two years,and analyze the influencing factors of human resource effectiveness from four dimensions.Fourthly,organize the thought of promoting the human resource effectiveness and put forward the rational countermeasures from six aspects:organizational structure,human resource planning,personnel recruitment process,performance incentive mechanism,staff development channel,training and development system,and establish the human resource management system that consistent with T company's development strategy.The innovation of this paper is that it puts forward the framework of T company's Human Resource Effectiveness Scorecard model based on the idea of Balanced Scorecard,according to the development strategy of T company,the corresponding evaluation index system is established,the index weight is determined by the analytic hierarchy process method,the fuzzy evaluation method is used to carry out the index value processing,quantitative and qualitative analyses is carried out after conduct vertical comparison,which realizes the balance between quantitative and qualitative,long-term and short-term goals,results and processes,and provides a practical proof for the concrete application of Human Resource Effectiveness Scorecard,which makes the Human Resource Effectiveness Scorecard model more close to the actual management application environment.Not only to enhance the enterprise human resources management practice system effectiveness concept,but also for the human resources strategy to provide a path to the possibility of choice.
