The 21st century is a knowledge era. When the human resource becomes more and more important to the success of enterprises, many enterprises realize that it is the human beings that create the competition dominance. The features of human that is independent, and cannot be imitated,determine that human resources construct directly the critical strategic resource. Strategic Management and Human Resources Management are the two cores of enterprise management. Human resoures strategy management is the organic compound of them, it promotes the traditional personal management and Human Resources Management to the level of developing strategy. Here and how, Human Resources Developing Strategy has become the key part of the general developing strategy of the enterprise.According to the strategic management, the paper studyes the Human Resources Developing Strategy, which is consisted of foue parts: environment analysis, the formulation of strategic objective, the strategic measure determindation as well as the strategy controls and appraises.Firstly, base on analyzing the inside and outside environment of Xiangtan Electric Equipment Company, we make sure the relationship between supply and requirement, has been clear about the opportunityes and threatens of human resource environment. The information in the paper is real form the statistical data of national and the local authority government department.Secondly, used the quantitive and qualitative method, I doped out the human resource reqirement of Xiangtan Electric Equipment Company for 10 years later, put forward idiographic objective.Finally, the execution and control of strategy are key that the Company achieves the objective of Human Resource Strategy, this article focus the system construction, the reconstructing of organization, the staff teaining,the salary and welfare as well as the staff performance. At the same time,through strengthening organizing and leading,,guarantee to achieve the goal of Human Resouce Strategy.This article has utilized related knowledge of Strategy Management and human Rsources Management, has the certain practice value, put forward the proposal for Xiantan electric equipment company.
