Under the influence of the economic globalization and new technique revolution, industrial clusters, as a special organizational form of the enterprises, play more and more important roles in the economic system. Industrial clusters are transforming from traditional labor-intensive and cluster economy mode to one that is knowledge intensive and innovation network oriented. As an organizational form which adapts to new knowledge production mode, innovation network brings about great influence on the competitive power of enterprises, clusters, regions and even nations. In the past 10 to 20 years, it has become one of the research frontiers in this field. Some achievements have been obtained from the studies of industrial clusters and innovation network, but a complete theoretical system hasn't been formed and there are few studies on the relation between them. Guided by the Marxist political economics, Based on the theories of industrial clusters and innovation network, this paper attempts to explore a theory of innovation network that is based on industrial clusters. By using the methods such as network analysis, systematic analysis and evolvement analysis and case analysis, this paper illustrates the concept, characteristics, functions and mechanisms of cluster-based innovation network, and systematically analyzes its internal functioning mechanisms and evolving mechanisms. Finally, by case study of silicon valley innovation network based on clusters, this paper draws a conclusion, takes problems existing in Fujian's innovation network clusters into consideration, and puts forward some suggestions and strategies for the construction of innovation network clusters in Fujian.
