On The Research Of Governmental Information Resource Sharing Based On The Public Goods' Theory

The public goods'theory is a core content of studying the governmental economic activities and is introduced for the localization of standardizing governmental economic activities. Governmental information resource sharing is taking the government as the leadership, constructed by the government, the market, and the social together, thus satisfies the public diverse demands of the governmental information resource and realizes the entirely social governmental information resource sharing to the greatest degree. According to the standards of recognition of public goods, we can see that factually the governmental information resource is one kind of public goods. Therefore, the public goods'theory has the guiding significance in the pattern of goods classified sharing regarding to the construction and development of classified sharing pattern of the governmental information resource sharing. This paper, based on relevant research of the public goods'theory and the governmental information resource sharing, through revealing the embarrassment's origin of the present governmental information resource sharing, puts forward several basic methods of strengthening of the governmental information resource sharing.At the beginning,the article advances the standards of recognition and the classification of public goods in the public goods'theory, draws a conclusion that the governmental information resource is one kind of semi-public goods after analysis, and discusses the values of public goods'character to be in the governmental information resource sharing. Then, it thoroughly analyzes the conditions of our country's governmental information resource sharing at present, makes certain the embarrassment of governmental information resource sharing, exposes the origins of embarrassment. According to this analysis, it proposes the basic methods of strengthening the governmental information resource sharing based on the public goods'theory:firstly, it needs establish the new viewpoints of multiplex information resource sharing; secondly, it must construct the classified sharing pattern of governmental information resource, including perfecting the sharing pattern of pure public information resource and optimizing the sharing pattern of semi-public information resource. Thirdly, it should perfect the safeguarding system of the governmental information resource sharing, elaborating mainly from the aspects of law, technology, organization and human resources.
