In the 21st century, with the development of knowledge economy and globalization, the strategic leading role of technology innovation is becoming increasingly significant, and as the material basis of technology innovation, the ownership, allocation and use of science and technology fundamental conditions, and especially its shared level will be the key to national science and technology strength. Therefore, all countries in the world are taking the building and optimal allocation of science and technology conditions as a strategic priority task. In order to meet the challenges of economic globalization and enhance China's technology innovation capability, Since 2003, Chinese governments at all levels have launched the building of science and technology fundamental condition platforms, while the construction of sharing mechanism is the core of platform building, So research on the sharing mechanism systematically and eliminate system deficiencies in the process of platform construction and operation, achieving effective sharing of science and technology fundamental conditions and realizing the innovation function of the platform is the urgent strategic issues China should solve currently.Relevant literature review and analysis show that evolutionary game theory is widely used in various fields,however,no scholars at home and abroad have discussed its application in the research of sharing mechanism of science and technology fundamental condition platform. And the studies on sharing mechanism of science and technology fundamental condition platform are often macroscopic and static, there is no strict logical reasoning and deduction process of sharing policies and security system. Therefore, after the analysis of nature and determinants of platform sharing mechanism, from the hypotheses of bounded rationality participant and local dynamic perspective, according to the different characteristics of platform share participants, this dissertation uses evolutionary game theory to construct evolutionary game model of science and technology fundamental condition platform sharing mechanism under the external supervision conditions or not respectively , and then analyzes the dynamic evolution process of platform sharing mechanism with mathematical phase diagram. Through the evolutionary game analysis of platform sharing mechanism without external supervision, comes to the conclusion that mutual technology requirement ,material guarantee , shared resources and social environment for sharing are key factors influencing platform resources sharing; Through the evolutionary game analysis of platform sharing mechanism with external supervision, comes to the conclusion that the cost of platform resources sharing ,incentives and penalties that platform supervisor extended to platform resources sharing , the benefits and costs of platform supervisor conducting strict supervision are key factors influencing platform resources sharing. Thus platform sharing mechanism not only satisfies the market mechanism requirements and also consistent with government's macroeconomic regulation and control theory is established .Finally, make case studies of two typical platforms to verify model conclusions and give suggestions to improve the construction of platform sharing mechanis in other cities.
