On Altay Trans-border Sub-regional Economic Cooperation

Altay is a multinational region involving China, Russia, Kazakhstan and Mongolia. As the economy of regions and nations tends to integrate, researchers begin to pay more and more attention to Altay regional economic cooperation. In order to enrich the present research on it, this thesis has made a systematic study by using a compound method of empirical-normative analysis, macro-micro analysis and static-dynamic analysis. The whole thesis is divided into six sections: In chapter 1, recalls the domestic and overseas studies of transborder subregional economic cooperation, analyzes some unsolved questions in the research into Altay transborder subregional economic cooperation; from the view of an embarrassment caused by the bad match between the advantage of natural resources in Altai District of Xinjiang and its economic development, concludes that this district would achieve economic growth by participating in Altay regional economic cooperation.In chapter 2, analyzes the concept and characteristics of transborder subregional economic cooperation, tries to grasp its signification; from the aspects of natural resources, the participating nations, analyzes the special signification of Altay transborder subregional economic cooperation; from the four arrangements of Altai District, Xinjiang, the North-west District, China, analyzes the significance of taking part in Alai regional economic cooperation.In chapter 3, from the aspects of political and economic environments and resource endowment, analyzes the foundations of Altay regional economic cooperation; from the view of the necessity of establishing a functional mechanism in the cooperation process, affirms the technical maneuverability of Altay transborder subregional economic cooperation.In chapter 4, analyzes the industrial structure of Altai District by using Shift-Share method in order to find some prior industries with cooperation advantages; points out the magistral industries of Altai District by using the Q index, the guidelines of SSM and the unitary method; comes up with the industrial pattern for Altai District to participate in Altay regional economic cooperation, that is to say, a pattern of exploiting resources allied with others.In chapter 5, analyzes the spacial layout of Altai District's magistral industries by Hierarchical Cluster Analysis, plots out the different economic function zones in Altai District's administerial territory, comes up with the spacial pattern for Altai District to participate in Altay regional economic cooperation, that is to say, a growth triangle. In chapter 6, from the two aspects of shield effect and agency effect analyzes the impact of national borders to Altay transborder subregional economic cooperation, discusses the motivity mechanism and institution arrangement in Altay regional economic cooperation.
