As an important pattern of regional innovation system, industrial clusters have been given due priority. But in some less developed cities such as Chongqing, the government lay more emphasis on the accumulation of enterprise number when establishing industry clusters, ignoring the fact that the factors leading to the long term development vitality of industrial clusters are the innovation and spreading of knowledge and technology. On the other hand, scientific and technological cooperation becomes increasingly focused as it serves as an significant driving force of the improvement of regional competitiveness. However, its pattern, approaches and operating mechanism are now under exploration. Focusing on industrial clusters can make scientific and technological cooperation more purposeful, better promote regional scienctific and technological development. How to better integrate regional scientific and technological cooperation with the development of industrial clusters has become an important theory and the current topic for research. Therefore based on the above mentioned, according to the study on the scientific and technological cooperation pattern in Chongqing, the dissertation analyzes the role scientific and technological cooperation plays in the development of industrial clusters and its realization mechanism, and explores the most applicable pattern and operating mechanism of scientific and technological cooperation in Chongqing, in order to effectively promote and develop the Chongqing characteristics and competitive advantages of industrial clusters.Firstly, the thesis reviews the relevant previous researches done at home and abroad, scientifically defines the connotations of industrial clusters and sci-tech cooperation, and elaborates the theoretical foundations of industrial clusters and sci-tech cooperation. Through analyzing the current situation and dynamic mechanism of industrial clusters in Chongqing, the author has found the main problems existing in the upgrading process of industrial clusters development in Chongqing. They are listed as follows: division of labor and specialization level is not advanced; trade complementarities should be enhanced; benign competition mechanism needs to be improved, and creative dynamism is not enough; cooperation mechanism is not perfect; innovation incentive mechanism needs to be improved in industrial clusters enterprises. Then from the perspective of"international cooperation"and"domestic cooperation", the thesis does research on the current situation and pattern of sci-tech cooperation in Chongqing.In the field of international sci-tech cooperation, the thesis simply divides international sci-tech cooperation pattern into five categories: exchanging cooperation pattern, importing sci-tech cooperation pattern, exporting sci-tech cooperation pattern, the cooperation pattern of platform promotion, the cooperation pattern guided by convention and exhibition. On the basis of specific analysis of different cooperation patterns, the thesis discusses the effects of the principal international sci-tech cooperation patterns on the development of industrial clusters, and has found out the major problems in the current international sci-tech cooperation patterns. According to the result of the analysis, the author puts forward two kind of international sci-tech cooperation patterns beneficial to the development of industrial clusters: the cooperation pattern of focal piont, "bringing in" and "going out" dual-driven pattern of cooperation. And the author puts forward some policy suggestions: enhance information and public service platform construction; establish and improve the mechanisms; speed up the policy-making processes; improve organization structure; improve the cultivating of international sci-tech cooperation talents and set up international sci-tech cooperation consultation organizations.In the field of domestic sci-tech cooperation, the thesis summarizes domestic sci-tech cooperation patterns from the perspective of macro level, medium level and micro level. At the macro level: the development cooperation pattern of common technology, sci-tech cooperation pattern of economic interaction, cooperation pattern of technological gradient transfer.At the medium level can be summarized as follows: the cooperation pattern between city and the ministry, the cooperation pattern between city and the institute, the cooperation pattern between city and universities. At the micro level,it is related to research cooperation.Through the analysis of the effects of the cooperation patterns on the development of industrial clusters, the thesis puts forward four kinds of domestic sci-tech cooperation patterns beneficial to the development of industrial clusters: the cooperation pattern guided by chain values, the cooperation pattern sharing resource elements, the cooperation pattern of industrial transfer and complement, the cooperation pattern of focal piont. And simultaneously, the thesis puts forward the operational mechanisms of domestic sci-tech cooperation patterns beneficial to the development of industrial clusters: government-oriented mechanism, incentive mechanism, research and development cooperation mechanism, division of labor cooperation mechanism, mechanism of bringing in, cultivating and managing talents, investment and financing mechanism, and sci-tech resource management mechanism, and social service system supporting mechanism.
