With the integrative development of port economy and logistics being incorporated into the national top ten to-be-revitalized industries, port logistics industry is becoming a pillar industry of Chinese port economy and new economic growth point. As an important part of the logistics system, Logistics Park plays an increasingly important role in the economy, the environment, and the traffic of port cities. Therefore, the planning and construction of the logistics parks are springing up in many major areas. However, the excessive planning and construction of the parks and the unreasonable configuration, has brought a negative impact to the economic development of some port regions. The problem lies in that the function and scale of logistics parks are not reasonably oriented based on the port size, the development direction, the type and the economic development level of port-surrounding industry, which causes the irrational structure, the economic losses and land vacancy of parks. Therefore, scientific and reasonable functional orientation is precondition of the integrated development of ports and logistics parks.Based on the above-mentioned idea, the paper summarizes the recent researches and development trends on the function orientation of domestic and international logistic parks, studies the definition and distinction of logistic parks and port-surrounding logistic parks, and analyzes the basic principles and the basic content of port-surrounding logistic parks. Based on the matrix of the traditional strategy of feature selection, the E-I index system on function orientation of port logistic parks is constructed and the quantified method is proposed, which makes up the defects of the traditional BCG Matrix analysis.
