Studies On Rural Information System Evaluation And Optimizing Policies In Jilin Province

Rural informatization is an important aspect of economic and social informatization, is an important way of to solve the "three rural" issue, but also is an important part of the modernization of agriculture. Jilin province as China's grain production, development of rural informatization, maximum possible increase agricultural productivity, not only to the immediate interests of the peasant and social stability, but also an important guarantee for national food security.From the system view point, system evaluation the development level of Jilin province rural, and in-depth analysis the key factor of the development of Jilin province rural of informatization. Clear the problems of Jilin province rural of informatization construction, and put forward views and suggestions for Jilin province rural informatization construction, and policies and strengthen management for relevant departments, improve service levels and ability to provide theoretical support. Main contents and conclusions of this paper as follows:First, introduce of the background and significance of rural informatization technology, and summarizes related research at home and abroad, specifically the methods and technical routes.Second, describes the basic theory of rural informatization, including the content of rural informatization, study and research of rural informatization involved in behavioral economics of informatization theory, communication theory, agricultural economics theory and so on. It is the base of future research.Third, introduce the development of Jilin province rural of informatization technology, and through quantitative analysis to determine the stage of development of Jilin province rural of informatization technology, the results show that Jilin province agricultural informatization and China agricultural Informatization development consistent trend. The development of Jilin Agricultural Informatization earlier than the national average, the development of agricultural informatization into the intermediate stage, and in the mature stage of the process, Jilin Province lags behind the national average.
