Rural Informatization Level Evaluation System Research On Henan Province

Since the late 20 th century, the rapid development of infor mation technology promoted the development of human culture, can be seen at the sam e time, the development of informatization level of high and low degree of the developm ent of a nation’s modernization level. A nd the developm ent of rural informatization level can ev aluate a regional level and the developm ent level of agricultural modernization of agriculture. Henan province is China’ s agricultural province, henan province how to better and faster development of agricultural modernization is the important objectives of the developm ent of henan province at present stage. On the develo pment of rural informationization can promote the modernization of agricultural developm ent in henan province, over the years, henan province in the construction of rural information infrastructure, information service platform, the development and utilization of information resources acquired some achievements, not only to p romote the incom e of peasants, and promoting the progress of agricultural modernization. But as a result of inform ationization construction in rural areas in henan province started late, the technology is relatively backward, therefore, the research of rural informatization level in henan province, a nd find out the problem s, and put forward the effective solutions is s ignificant. Many experts and scholars at hom e and abroad have had a more in-depth research to the eva luation of informatization, there hav e been a sys tematic theoretical achievements, but there is no more research in rural informatization, so there is no system research system. In this pap er, the reference of Chinese and foreign res earch results, according to the actual situati on of henan province, design cr eated in henan province rural informatization level evaluation system, which is followed by the analysis and evaluation of the rural informatization development of various cities of henan province level, through the analysis of the results can prom ote further improve and enhance the rural inf ormatization level.In this paper, according to the pres ent situation of henan p rovince and evaluation system to build a num ber of principles, to bu ild the rura l informatization level evaluation index system of henan provin ce. Including five first-leve l indicators, and 15 secondary indexes, respectively is: the public line telephone exchange capacity, mobile telephone exchange capacity, per capita rural delivery line length, the proportion of Internet users to rural residents, rural reside nts computer ownership, rural residents proportion of m obile phone users, rural dweller proportion of fixed telephone users, a rural residents TV, more than a high school education personnel proportion, the proportion of inform ation technology professionals, government information technology investment accounted for the proportion of total investment, the government, agriculture accounts for the p roportion of total spending, the collection of the library, worth to subscrib e to newspapers and periodicals quantity per capita number, city and county agriculture information website. The use of building index data, the coefficient of variation method is used to determ ine weights, rural informatization level in these areas has m ade the objective an d scientific evaluation. Of 18 cities in henan province level and the rural inform atization level of the region, and Mo ran’s I index and the local spatial autocorrelation(LISA) are analyzed in spatial difference.Research shows that: in henan provi nce ZhengZhou, LuoYang, JiaoZuo, JiYuan rural informatization level be longs to th e H- H, na mely its high degree of rural informatization level, surrounding areas of the ru ral informatization level is relatively high. Level of rural informatization and ZhouKou region belongs to L- L, explain ZhouKou degree of rural informatization level is low, the surrounding areas of the rural informatization level is low. From the perspective of the spatial distribution of comprehensive level, the henan rural informatization level on the whole from northwest to southeast in turn reduce the trends.Although overall to henan province rural in formatization construction of late, but the development of rural inf ormatization level in henan province is ra pid, at present there exist many problems and shortcomings, so be aimed at the problem s in the countryside informationization development to put forward the corresponding Suggestions and comments, and to promote its development in the future.
