The Study On Disparities In Development Of County Economy In Jilin Province

The county has been the basic economy unity of Chinese political economy since the establishment. The development of the county economy is the driving force of the national economy and the county's governance is the cornerstone of stability in the county.The county economy has been developing even more attention since the party's "The Sixteenth National People's Congress" put forward the policy to develop and strengthen county economy.It has been proved that the county's economy development is the best starting point and an important vector to solve urban and rural areas "dual structure" problem,"three rural" issue, building a well-off society and realize national modernization.Jilin Province has a good agricultural base, which are both the county economy development opportunities and challenges.At The late 90s of last century,Jilin Province identified and implemented the "County Breakthrough" strategy, but implementation of the results is unsatisfactory.In 2005,they make the "Power-Enlarging and County-Strengthening" decision, in order to further promote the county economy development. It can be seen that Jilin Province attaches great importance to the development of county economy.With the development of county economy, more and more scholars have begun the research on it. The main content includes the development model of county economy, the construction of small towns and the county economy development, the county economy and the rural economy and so on.Scholars generally believe that the county economy is different from the regional economy but the regional economy, the county economy is the most basic aspects of regional economy.County of Jilin Province, including 20 counties,20 county-level cities, located in the province's nine municipalities.In 2009, the population in the county is 1.854 billion people,accounting for 68.2% of the total population of the province.The size is 174,000 square kilometers,accounting for the total land area 96%. After the year of 1978,Jilin Province,the county economy has developed rapidly, especially from 2000 to 2009;the Jilin Provincial GDP increased to 422.609 billion Yuan from the 103.513 billion Yuan, the annual average growth rate is 30.83%.In 2009,the GDP of county is accounting for 58%of total GDP.However, there are also many problems in development of the county economy in Jilin Province that the disparity of counties has been expanding. In this paper, it use fore ways and ten year's statistics to measure the disparity of the County of Jilin Province.Measured by different economy indicators it can be concluded that disparities in development of county economy in Jilin province has been expanding.According to the problem of county economy, this paper uses multiple linear regressions to analysis the factors affecting economy growth, the major factor include the Government's financial self-sufficiency rate,rate of change of industrial structure, market prosperity, agricultural resource endowment and standard of living of farmers. Through regression analysis,the agricultural resource endowment is the main factor, the reality is consistent.Finally, this paper put forward to promote economy growth in the county of Jilin Province on recommendations after a summary of the text. Drawing lessons from the county that rapid economy growth county, it proposed the suggests that utilize advantage of local resources to development of industrial economy, make use of comparative advantage to develop agricultural industrialization, optimize urban layout to develop small towns economy.
