A Study On 0ptimizing The Structure And The Spatial Layout Of The Urban And Rural Construction Land In Jiyang County

Land is thehuman survival and development ofmaterial basis, is ourmost valuable asset. With the acceleration of urbanization, on the onehand,made on rigid demand of urban land use need; on the otherhand, attracted a large number of farmers to settle in cities and towns.however, due to the limit of "thehousehold registration system ", the increase in urban land use don't lead to reduction of rural residential land; it appears the phenomenon that urban and rural construction landhas a two-way growth and contradictions between them becomes increasingly prominent. In order to coordinate urban and rural development and ensure the normal operation of the national economy, wemust strengthen the study on optimizing the structure and the spatial layout of the urban and rural land. Optimization of the structure and layout of urban construction land is the objective need of relieving contradiction of urban and rural land use and improving the efficiency of land utilization, it's also an important way of promoting Intensive use of the land and the basic end result of urban and rural development.Equipped with related theory and practice bothhome and abroad, software of GIS and data analyzing, and on the base of the current state and dynamic evolution of the structure and the spatial layout of the urban and rural construction land in Jiyang between 1996-2008, this paper analyzes the optimization of urban and rural land's size structure and spatial layout in Jiyang as its object.moreover, an overall planning project is designed with thehelp of optimization, which aims to solve the conflict between urban and rural construction land and to optimize the structure and distribution of urban and rural land, so as to satisfy the city's requirements for land. Themain achievement:(1)Analyze the change of urban and rural construction land development in terms of time and space in the past thirteen years, discover that the demand for urban and rural construction land grow in two-way with the acceleration of urbanization, but the ratehas slowed, it'smainly because of intensified consolidation of rural settlements.meanwhile, land urbanization is rising and the proportion of rural residential land is declining, whichmakes the structure and layout of land to been optimized.(2)This paper forecasts the total population and the level of urbanization. The scale of urban industrial landhas been predicted through the forecast population and urbanization; it discovers that demand is greater than the planning indicator issued by Jinan City; Further, this paper analyses the rate of rural population change in per unit level of urbanization, which aims to predicate the number of rural population in 2020.methods of per capita land use standards and sampling idlehomestead are used tomeasure the size of rural residential land, and the size is lesser than the status quo. It shows that the urban and rural construction can be optimized in scale and number.(3)Through cluster analysis by usingmapGIS and SPSS software, this paper carries out rural residential land suitability assessment, and adjusts the layout of rural settlements according to suitability rating; Further, with urban development planning, land use planning and overall planning of basic farmland protection, urban construction land is carried out extended suitability evaluation, which aims to analysis the direction of urban construction land expansion and limiting factors.(4)On the basis of the above research, this paper establishes the optimizationmode of the structure and the spatial layout of the urban and rural construction land in Jiyang.This paperhas explored to optimize the structure and spatial distribution of urban and rural construction land, and initial established technical ideas andmethodologies into concrete regions, whichmake a progression for the optimization of the urban and rural construction land from the fundamental theory research to practice. It is admitted that this is a paper withmerits and defects intermingled. Some defects of it need to be further discussed and explored.
