The Strategic Human Resources Management (SHRM) in forest & paper enterprise is proposed in this paper. Forestry-Paper integration has been proved not only successful experience in international paper industry, but also strategic demand for Chinese paper industry adapting to the international situation and the improvement of market competitive intelligence. Against a background of Forestry-Paper integration, forest & paper enterprise has been a special group with potentiality among the paper trade, as it can produce vast economic performance, even more important, great ecological performance. In recent years, the business competition focuses on HR development and utilization, and HR has been the first factor to improve industry competitive power. SHRM is the latest research of HR management. A SHRM system is established in forest & paper enterprise based on the SHRM theory, which help forest & paper enterprises to obtain continuous competitive edge.The whole passage is divided into six parts. The first part is an introduction of the research background, purpose and significances. In the second part, SHRM theory is summarized. The relation between SHRM and competitive edge of enterprise is analyzed. And moreover, the thought, SHRM system can become core competitive intelligence and create continuous competitive edge in company, is provided. The third part explains how the forest & paper enterprise come out in our country, and describes the prospect. At last, it analyses the development strategies and HR characteristic and reality. In the forth part, SHRM system of forest & paper enterprise is established. Its three dimensions are fully, systematically presented. The fifth part uses Tiger Forest & Paper Group as a sample, so as to learn how the Tiger group promotes competitive capacity by SHRM. It also has some reference values to other companies. The last part draws a conclusion and gives the research direction.
