In 2004, China suddenly appeared "the shortage of Migrant Workers" in the southeast coastal area. As the time pass, a large number of migrant workers lost their job in 2008.In 2009, the shortage of Migrant Workers appeared again. This process results from the expansion of institutional discrimination. It quickly aroused many theorists scholar's interest, also became the hot spot of economical field.I carry on the discussion of " the shortage of Migrant Workers" from the labor supply and demand perspective. First I use the individual labor force supplies analysis basic pattern in the labor economics to analysis on the shortage of Migrant Workers, then analysis the fact of institutional discrimination, introduce the concept of two generations of migrant workers and compare their different decision-making under this condition. Finally, this article proposes the relevant suggestion.The article's innovations lie in:First, the research static is quite new, because it includes recent China Statistical Yearbook, the authority research report and provincial labor supply and demand data. Second, the innovation of this article is the analysis perspective. It analysis the shortage of migrant workers from the perspective of labor supply and demand,social psychology and labor relations. Thirdly, the innovation of this article is the introduction of two generations of migrant workers. It provides a new perspective to analysis different decision-making of migrant workers.
